Easy Find Absentee Owners

What I'm envisioning is toe be able to draw a map over an area and have the map come back and show me which properties are absentee owned. I would then like to be able to filter that by local ownership or out-of-state ownership. It would also be awesome to be able to filter by corporate ownership or individual ownership. This would certainly make it far easier to find potential properties in a subdivision or area before going to drive by, take a look and a picture.
