Leads view: Adjust setting for Bottom Scroll Bar Visibility to use on all pages

From the DealMachine Leads view the bottom scroll bar is not visible until scrolling down to the bottom of page with the right side scroll bar. Can it be adjusted to allow visibility and use of the bottom scroll bar no matter where we are in terms of scrolling through a list, please?
